Before that he served as a National Trustee. on the national level, Roger served as Chairman of the Education Services Committee for two years,member of the Labor Committee and adviser on the Legal Defense Plan Committee.Roger has an extensive background in legislative and labor-related issues. He brings over 30 years of experience and background in collective bargaining,arbitration and grievance handling and was hired by NFOP as the first full- timeLabor Field Representative for the Labor Services Division. Roger handled labor-related issues for FOP members, Local Lodges and State Lodges.He organized and assisted with representation campaigns and election processes,worked on representation campaigns, negotiated labor contracts andmemorandums of understanding, developed lesson plans and instructed on laborissues.Law Enforcement background - 1972 to 2004In 2004, Roger retired from the Los Angeles County Sheriffs' Department with over 30years of law enforcement service. Lieutenant, Special Operations/Judicial ProtectionUnit Commander, Lieutenant, Court Service’s Division: Supervised 168 deputy sheriffs,5 sergeants and 35 civilian personnel. He prepared the security operation budget andjustifications for security improvements for six Los Angeles County court houses.Range of experience covered field services, court/custody, assistant personneldirector, academy training - Sgt. and academy instructor, warrant service, andcommunications section. assistant personnel director, academy training - Sgt. andacademy instructor. Sam served as Chief of Police in Yutan, Nebraska until his retirement inSeptember 2014. He also served as Sergeant and Deputy Sheriff at the DouglasCounty Sheriff’s Department.He served as President of FOP Lodge #2. He was a leadnegotiator, responsible for negotiating settlements with management for the FOPmembers. Sam also assisted members during internal investigations, includinginterviews and pre-disciplinary hearings. Sam was a member of a three-personnegotiating team responsible for placing the Policeman’s Bill of Rights into the FOPcontract.Also, he is responsible for negotiating favorable agreements for members.Sam was also called to testify at Appeal Hearings and Federal Court hearings onbehalf of the FOP members.TIMOTHY P.
