THE WHITE HOUSEPresident Joseph R. Biden, Jr.signed an Executive Order onProtecting the Federal Workforce,revoking the recently created"Schedule F" service category,which would have strippedcertain career civil serviceemployees of their civil serviceprotections. EO 13836 which would have changed the procedures and objectives forbargaining contracts between agencies and unions by establishing a Labor-Relations Working Group to facilitate sharing of information, shortened timeframes for completing bargaining, and directed agencies not to bargain overcertain topics.EO 13839: which would have blocked employees from grieving and arbitratingremovals from Federal service, ratings, incentive pay, cash awards, quality stepincreases, and recruitment bonuses and would have not allowed any agency toerase or alter an employee’s performance or conduct in personnel records.In addition, the new Executive Order also revokes the previousPresidential actions, all of which were in litigation, and all of whichwere opposed by the Federal law enforcement officers we represent.CLICK TO READ THE EXECUTIVE ORDERTHIS WEEK IN WASHINGTON@GLFOP@FOPNATIONALF R A T E R N A L O R D E R O F P O L I C EEO 13837 which would have severely restricted the rights on union officials onthe use of official time for union business.

Specifically, the resolution sets forth anarticle of impeachment stating that President Trump incited aninsurrection against the government of the United States.The House formally triggered the start of the second impeachmenttrial of former President Donald J. THE UNITED STATES SENATEThe Senate voted to invoke cloture on the nomination of theAlejandro N. Mayorkas to be Secretary of the U.S. Departmentof Homeland Security on a 55-42 vote. Invoking cloture allowsthe Senate to place a time limit on consideration and therebyovercome a filibuster. The Senate is expected to vote on thisnomination next week. Blinkento be Secretary of U.S. Departmentof State on a 78-22 vote.The Senate voted to confirm the nomination of the Janet L.Yellen to be Secretary of the U.S. Department of the Treasury ona 84-15 vote.Senators were sworn in for the secondimpeachment trial of former PresidentDonald J. Trump. Senator Patrick J.Leahy (D-VT) will preside over the Senateimpeachment as president pro tempore.
