The House considered and passed H.R. 1996, the "Secure andFair Enforcement (SAFE) Banking Act," on a 321-101 vote. Thelegislation, which was transmitted to the Senate for furtherconsideration, would allow financial institutions to do businesswith an industry that is trafficking in an illegal substance-marijuana. The FOP opposed this legislation.The House considered and passed H.R. 51,the "Washington, D.C. Admission Act," on a216-208 vote. The legislation, which wastransmitted to the Senate for furtherconsideration, would make Washington,D.C. the 51st state.@FOPNATIONAL@GLFOPF R A T E R N A L O R D E R O F P O L I C ETHIS WEEK IN WASHINGTONThe House considered and passed H.R. 2630, which wouldextend the Drug Enforcement Administration’s (DEA) temporaryclass-wide scheduling order for fentanyl-related substancesuntil 22 October 2021. The current authority expires on 6 May2021, so while the FOP is seeking legislation to make thisauthority permanent, we support the short-term fix provided byH.R. 2630.
The Senate Committee on the Judiciary's Subcommittee onCriminal Justice and Counterterrorism held a hearing entitled:"Behavioral Health and Policing: Interactions and Solutions."@FOPNATIONAL@GLFOPF R A T E R N A L O R D E R O F P O L I C ETHIS WEEK IN WASHINGTONThe Senate considered andconfirmed the nomination of Lisa O.Monaco to be the Deputy AttorneyGeneral on a 98-2 vote. The FOPsupported this nomination.The Senate also considered and confirmed the nomination ofVanita Gupta to be the Associate Attorney General on a 51-49vote. The FOP supported this nomination.
@FOPNATIONAL@GLFOPF R A T E R N A L O R D E R O F P O L I C ETHIS WEEK IN WASHINGTONThe Senate considered and passed S. 937, the “COVID-19 HateCrimes Act,” which also incorporated the “Khalid Jabara andHeather Heyer National Opposition to Hate, Assault, and Threatsto Equality (NO HATE) Act,” on a 94-1 vote. The legislation,which has been transmitted to the House for furtherconsideration, directs the U.S. Attorney General to designate“an officer or employee of the Department of Justice” tofacilitate the expedited review of hate crimes and reports ofany such crime to Federal, State, local, or Tribal lawenforcement agencies. The Justice Department must alsoissue guidance to State and local law enforcement agencies onhow to establish online reporting of hate crimes, collect data onsuch crimes and expand public education campaigns to raiseawareness about such crimes. In addition, the bill wouldestablish a grant program to assist States and local units ofgovernment to train employees on the use of the NationalIncident-Based Reporting System (NIBRS) and how to identifyand classify hate crimes. The bill would also establish grantprograms to establish State-run hate crime hotlines and toassist local and State activities or programs to prevent,address or respond to hate crimes.
