The House passed S. 937, the “COVID-19 Hate Crimes Act,” whichalso incorporated the “Khalid Jabara and Heather Heyer NationalOpposition to Hate, Assault, and Threats to Equality (NO HATE)Act,” on a 364-62 vote. The legislation, which was sent to the President, who is expectedto sign it into law, directs the U.S. Attorney General to designate“an officer or employee of the Department of Justice” to facilitatethe expedited review of hate crimes and reports of any such crimeto Federal, State, local, or Tribal law enforcement agencies. The Justice Department must also issue guidance to State andlocal law enforcement agencies on how to establish onlinereporting of hate crimes, collect data on such crimes and expandpublic education campaigns to raise awareness about such crimes.In addition, the bill would establish a grant program to assist Statesand local units of government to train employees on the use of theNational Incident-Based Reporting System (NIBRS) and how toidentify and classify hate crimes. The Senate considered and voted 50-48 to approve a motion todischarge the nomination of Kristen M.
