Chaos or Community?"National President Patrick Yoes gave numerous mediainterviews in regard to the crime wave that many cities acrossAmerica are experiencing as well as criminal justice reform. Executive Director Jim Pasco spoke with Associate AttorneyGeneral Vanita Gupta regarding the consideration of expandingand accelerating officer wellness initiatives through the Officeof Justice Programs (OJP) and the Office of CommunityOriented Policing Services (COPS Office).

The FOPcontinues to maintain our absolute commitment to thecontinuation of full qualified immunity and to use of forceguidelines that are consistent with Graham v Connor. The FOPhas not and will not take a position on draft legislation until wesee a document that both sides have agreed upon.Executive Director Jim Pasco gave numerous media interviews,most of which were regarding the FOP's position on pendingcriminal justice reform legislation, the crime wave taking placein major cities across the country, as well as the recruitmentand retention crisis many agencies are experiencing.

Coons (D-DE) and John Cornyn III (R-TX),representatives from the U.S. Departments of State, Justiceand Homeland Security as well as stakeholders from the lawenforcement community about getting S. 921, the “JaimeZapata and Victor Avila Federal Officers and EmployeesProtection Act,” onto the House suspension calendar before theAugust recess.Senior Legislative Liaison Tim Richardson spoke with staff inthe offices of Representative Ralph W. Norman, Jr. (R-SC) andSenator James E. Risch (R-ID) about potential legislation on“alternative ammunition.”Senior Legislative Liaison Tim Richardson represented theFOP on a call with the Office of Community Oriented PolicingServices (COPS), entitled the "Continuum of TechnicalAssistance Services Listening Session," to discuss the fullscope of resources available to State and local agenciesthrough the various technical assistance programsadministered by the COPS Office.

@FOPNATIONAL@GLFOPF R A T E R N A L O R D E R O F P O L I C ELEGISLATIVE NEWS & ACTIVITYSenior Legislative Liaison Tim Richardson and LegislativeLiaison Matt Brown represented the FOP on two conferencecalls of the Officer Safety and Wellness Group (OSWG) hostedby the COPS Office regarding extending capabilities throughmutual aid agreements and partnerships on officer safety andwellness resources; continuity of operations in situations likeglobal pandemics which drastically reduce force strength;prioritizing services during such public health crises; preparingfor the next crisis; maintaining wellness for officers andsupporting officer families before, during and after such crises.Senior Legislative Liaison Tim Richardson and LegislativeLiaison Matt Brown represented the FOP on a conference callof law enforcement stakeholder groups to discussappropriations and State and local law enforcement grantprograms.Senior Legislative Liaison TimRichardson interacted withseveral Senate offices onpending nominations.

@FOPNATIONAL@GLFOPF R A T E R N A L O R D E R O F P O L I C ETHIS WEEK IN WASHINGTONThe House voted 384-38 to suspend the rules and pass H.R.1652, the "VOCA Fix to Sustain the Crime Victims Fund Act," asamended. The legislation, which would expand funding sourcesfor the U.S. Justice Department Crime Victims Fund to includefunds from deferred prosecution agreements and non-prosecution agreements, was transmitted to the Senate forfurther action.The House considered and passed H.R. 3985, the "AvertingLoss of Life and Injury by Expediting SIVs (Allies) Act," on a407-16 vote. The legislation would authorize an additional8,000 special immigrant visas for Afghan interpreters,contractors, and others employed by the U.S. government whoface ongoing serious threats as a consequence of suchemployment. It would also clarify that Afghan nationals whoworked under U.S.-funded cooperative agreements or grantsare eligible for the program.
