On this week's episode of the Blue View, National President Patrick Yoes sat
down with Jim Pasco, Executive Director of the National Fraternal Order of
Police, to talk about the FOP’s discussions with the Administration and how
the FOP helped shape the final Executive Order.
National President Patrick Yoes worked out of the Government and Media
Affairs Center in Washington, D.C. this week.
National President Patrick Yoes, National Sergeant-at-Arms Keith Turney,
Executive Director Jim Pasco, and Senior Legislative Liaison Tim Richardson
attended the signing of an Executive Order on policing by President Joseph
R. Biden, Jr. which will aim at advancing effective, accountable policing and
criminal justice practices that will build public trust and strengthen public
safety.
National President Patrick Yoes gave numerous media interviews regarding
law enforcement line-of-duty deaths and the increase of violence towards law
enforcement officers across the country.
National President Patrick Yoes attended a joint meeting between the United
States Department of Homeland Security (DHS), the Federal Bureau of
Investigation (FBI), and the Homeland Security Advisory Council (HSAC) to
discuss the recent shooting incident in Buffalo, NY and the domestic violent
extremists (DVE) threat landscape.

Portman (R-OH), L. Tammy Duckworth (D-IL), and Catherine M. Cortez Masto
(D-NV) regarding concerns that the FOP has with S. 1116, the "Federal
Firefighters Fairness Act."
Senior Legislative Liaison Tim Richardson had daily conversations with the
majority and minority leadership of the Senate Judiciary Committee regarding
this week's mark-up of S. 3635, the "Public Safety Officer Support Act."
Direct the U.S. Justice Department to consult with state and local law enforcement
to develop leading practices on recruitment and retention to address the shortage
of officers nationwide;
Urge the development of standards for law enforcement accrediting bodies and
encourages state and local law enforcement agencies to become accredited;
Establish a consistent use of force policy for Federal agencies that follows the
National Consensus Use of Force Policy;
Promote the development of an accurate officer accountability database that
preserves and protects the due process rights of officers;
Preserve state and local law enforcement access to needed equipment for
mission-based public safety objectives from the 1033 and other surplus equipment
programs and improves oversight and accountability;
Promote broad data collection efforts to better improve policing practices at all
levels of government; and
Direct Federal departments to use their grant-making authority to support and
promote state and local law enforcement’s improved policing practices, to gain
access to better equipment and technology, enhance accountability and
transparency, and make communities safer.

The Senate Committee on Judiciary favorably reported on a voice vote S.
3635, the "Public Safety Officer Support Act." This bill would expand the
eligibility of certain officers or their surviving family for death and disability
benefits as provided for by the Public Safety Officers’ Benefits (PSOB)
program. This legislation acknowledges the connection between suicide and
service-connected mental health issues that many officers face during their
service to ensure public safety. This bill will now head to the Senate floor for
a vote. The House version of this bill, H.R. 6943, passed the House of
Representatives on a 402-17 vote late last week.
