National President Patrick Yoes worked out of the Government and Media
Affairs Center in Washington, D.C. this week.
On this week's episode of the Blue View, National President Patrick Yoes sat
down with Tim Shea, former Acting Administrator of the DEA. Prior to serving
at the DEA, Tim served as U.S. Attorney for the District of Columbia during the
Trump administration. In that capacity, he led the largest U.S. Attorney’s
Office in the country—responsible for the prosecution of both federal and
local crimes in the District of Columbia.
National President Patrick Yoes attended numerous meetings with FOP state
leaders to discuss outreach to Members of Congress regarding WEP and GPO
legislation.

Executive Director Jim Pasco spoke with U.S. Homeland Security Secretary
Alejandro N. Mayorkas regarding concerns of domestic terrorist threats in
major cities across the United States.
Executive Director Jim Pasco spoke with Steven M. Dettelbach, Director of
the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), regarding his
recent confirmation and continued collaborative efforts between the ATF and
state and local agencies.
National President Patrick Yoes gave numerous media interviews regarding
law enforcement line-of-duty deaths and the increase of violence towards law
enforcement officers across the country.
Executive Director Jim Pasco spoke with U.S. Associate Attorney General
Vanita Gupta regarding extensions to effective U.S. Department of Justice
(DOJ) grant programs for law enforcement agencies.
Executive Director Jim Pasco spoke with Marvin G. Richardson, Deputy
Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF),
regarding how the National Integrated Ballistic Information Network (NIBIN)
can best assist law enforcement in combatting gun violence.
Executive Director Jim Pasco had numerous calls to discuss new firearm
legislation and the increase in violent crime across the country.

Senior Legislative Liaison Tim Richardson spoke with staff in the office of
Senator Robert P. Casey. Jr (D-PA) regarding draft legislation that would
expand data collection efforts by the Federal Bureau of Investigation (FBI).
Senior Legislative Liaison Tim Richardson represented the FOP on a
stakeholder call with staff from the House Committee on Energy and
Commerce to discuss concerns with H.R. 8152.
Senior Legislative Liaison Tim Richardson and Legislative Liaison David
Taboh represented the FOP on the weekly stakeholders call hosted by staff in
the offices of Representatives Rodney L. Davis (R-IL) and Abigail A.
Spanberger (D-VA) regarding continued efforts to increase the number of
cosponsors on H.R. 82, the “Social Security Fairness Act.”
Senior Legislative Liaison Tim Richardson spoke with numerous Senate
offices regarding H.R. 521, the “First Responder Fair Return for Employees on
Their Initial Retirement Earned Act,” and H.R. 2992, the “TBI and PTSD Law
Enforcement Training Act.” Both of which are awaiting Senate action.
Senior Legislative Liaison Tim Richardson was in regular communication with
Senate Committee on the Judiciary staff about H.R. 6943/S. 3635, the
“Public Safety Officer Support Act.”
Senior Legislative Liaison Tim Richardson and Legislative Liaison Matt Brown
represented the FOP at the monthly meeting of criminal justice stakeholders.

THE U.S. HOUSE OF REPRESENTATIVES
The House passed H.R. 521, the "First Responder Fair Return for Employees
on Their Initial Retirement Earned (RETIRE) Act," on a 417-0 vote. This FOP-
supported bill will allow Federal law enforcement officers, who were severely
injured in the line of duty, to maintain their 6(c) early retirement if they take a
civil service position after their injury.
The House passed H.R. 6538, the "Active Shooter Alert Act," on a 260-169
vote. This FOP-supported bill would establish a national coordinator within
the U.S. Department of Justice (DOJ) to establish and administer an Active
Shooter Alert Communications Network.
The House passed H.R. 7900, the "National Defense Authorization Act for
Fiscal Year 2023," on a 329-101 vote. This bill authorizes appropriations for
the military activities and programs of the U.S. Department of Defense (DoD)
for fiscal year 2023. Not included in this bill was amendment #361 which the
FOP strongly opposed.
While unofficial, it appears that H.R. 82, the "Social Security Fairness Act,"
has gained over 290 cosponsors. Representatives Rodney L. Davis (R-IL) and
Abigail A. Spanberger (D-VA) have filed a motion with the Office of the Clerk.
Pursuant to the rule, the bill will be scheduled for a vote on the House floor
most likely in late September. FOP members are advised to continue to reach
out to their Representatives and urge them to cosponsor the bill.

THE UNITED STATES SENATE
The Senate confirmed the nomination of Steven M. Dettelbach to be the next
Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
This nomination passed on a 48-46 vote. Director Dettelbach is the first
Senate-confirmed nomination to lead the ATF since 2015.
The Senate Committee on Judiciary held an Executive Business Meeting to
consider numerous nominations for the United States Sentencing
Commission.
The Senate Caucus on International Narcotics Control held a hearing entitled
“The Role of the Federal Government in Attacking the Financial Networks of
Cartels.” The hearing examined the financial techniques that drug cartels use
to launder and protect their ill-gotten gains and actions federal agencies can
take to stop them. Providing testimony at this hearing was Ambassador Todd
D. Robinson, Assistant Secretary to the Bureau of International Narcotics and
Law Enforcement Affairs at the U.S. Department of State.
