On this week's episode of the Blue View, National President Patrick Yoes
resumes his discussion with retired Long Beach Police Department Sergeant
Jason Lehman. Sergeant Lehman's mission is to reduce violence between
peace officers and the community through the training provided by his
organization Why'd You Stop Me? (WYSM). In part 2 of their conversation,
National President Patrick Yoes and Jason Lehman discuss the future of law
enforcement, and Jason gives some advice to both current law enforcement
officers and the communities in which they serve.
National President Patrick Yoes participated in planning meetings with FOP
leaders to discuss legislation pertaining to the Windfall Elimination Provision
(WEP) and the Government Pension Offset (GPO).
National President Patrick Yoes traveled to Durham, North Carolina to
attend the North Carolina State FOP Conference.

National President Patrick Yoes visited Las Vegas, Nevada in advance of the
upcoming 2023 Biennial National Conference and Expo, which will be held
August 14 - 17 at the MGM Grand Hotel and Convention Center.
National President Patrick Yoes gave numerous media interviews regarding
law enforcement line-of-duty deaths, the increase of violence toward law
enforcement officers across the country, as well as the recruitment and
retention crisis.
Executive Director Jim Pasco spoke with U.S. Homeland Security Secretary
Alejandro N. Mayorkas regarding immigration issues.
Executive Director Jim Pasco spoke with Secretary of the U.S. Department of
Labor (DOL) Martin J. "Marty" Walsh twice regarding recruitment and
retention issues as well as working collaboratively with the DOL on solutions.
Executive Director Jim Pasco spoke with U.S. Associate Attorney General
Vanita Gupta regarding grant funding as well as the projected impact of the
2023 FY appropriations.
Executive Director Jim Pasco spoke with Heather Fong, Counselor to the
Secretary of Homeland Security, regarding potential briefings on immigration
issues.

Executive Director Jim Pasco gave numerous media interviews regarding
various topics, including the recruitment and retention issue that agencies are
facing nationwide as well as the surge in violent crime.
Senior Legislative Liaison Tim Richardson had numerous conversations with
various House offices regarding the pending consideration of H.R. 5768, the
“Violent Incident Clearance and Technological Investigative Methods
(VICTIM) Act, and H.R. 6448, the “Invest to Protect Act.”
Senior Legislative Liaison Tim Richardson represented the FOP on
stakeholder conference call with staff in the offices of Senators John Cornyn
III (R-TX) and Sheldon Whitehouse (D-RI) to discuss a strategy to move S.
4003, the “Law Enforcement De-Escalation Act,” which is pending in the
House.
Executive Director Jim Pasco spoke with Anne Milgram, Administrator of the
Drug Enforcement Administration (DEA), regarding exchange of information
with DEA Headquarters' staff and effected FOP leaders.
Senior Legislative Liaison Tim Richardson participated in a stakeholder
conference call with staff in the office of Senator Roger F. Wicker (R-MS) to
discuss concerns with H.R. 8152, the “America Data Privacy and Protection
Act.”

Senior Legislative Liaison Tim Richardson participated in a stakeholder
conference call on proposed changes to H.R. 8745, the “National Concussion
and Traumatic Brain Injury Clearinghouse Act.”
Legislative Liaison David Taboh represented the FOP on the weekly
stakeholders call hosted by staff in the offices of Representatives Rodney L.
Davis (R-IL) and Abigail A. Spanberger (D-VA) regarding efforts to bring H.R.
82, the “Social Security Fairness Act," to the House floor for a vote.

THE U.S. HOUSE OF REPRESENTATIVES
The House Committee on Ways and Means favorably reported without
recommendation H.R. 82, the "Social Security Fairness Act," by voice vote.
While this does mean that the bill is pending before the House, it cannot be
added to the Consensus Calendar and will not be automatically brought to the
floor. The House is unlikely to consider H.R. 82 as a standalone measure, but,
during the mark-up, Committee Members did express the desire to consider a
broader Social Security reform package before the end of this Congress that
would contain some change to the Windfall Elimination Provision (WEP) and
the Government Pension Offset (GPO).
The House passed two FOP-supported bills. The first, H.R. 5768, the “Violent
Incident Clearance and Technological Investigative Methods (VICTIM) Act,”
which would establish a grant program to help State, Tribal, and local law
enforcement agencies improve their clearance rates for homicides, non-fatal
shootings and other violent crimes, was passed on a 250-178 vote.
H.R. 6448, the “Invest to Protect Act,” which establish a grant program for the
training of officers from police departments and municipalities that employ
less than 125 law enforcement officers, was passed on a 360-64 vote. The
bills now await further action in the Senate.
