National President Patrick Yoes worked out of the National Headquarters in
Nashville, TN this week.
National President Patrick Yoes participated in a virtual meeting of the
National FOP's Board of Trustees.
National President Patrick Yoes participated in a briefing from Kenneth L.
Wainstein, Under Secretary for Intelligence and Analysis in the U.S.
Department of Homeland Security, regarding information sharing with local
and State law enforcement agencies.
National President Patrick Yoes gave numerous media interviews regarding
law enforcement line-of-duty deaths, the increase of violence toward law
enforcement officers across the country, as well as the recruitment and
retention crisis.
The family of U.S. Capitol Police Officer Howard C. Liebengood, who took his
own life a few days after being on site on 6 January, the day an angry mob
broke into the U.S. Capitol, reached out to the National FOP to let us know that
their death benefit claim was approved by the Public Safety Officers’ Benefit
(PSOB) Program. While no amount of money will bring Howie back to his
family, it is an important acknowledgement of the fact that law enforcement
suicides are service-connected and should be seen for what they are—line of
duty deaths. Howie’s family will always be part of our family and we are happy
with the outcome in the matter of this claim.

Executive Director Jim Pasco had a follow-up call with Erika Dinkel-Smith,
Director of Labor Engagement at the White House, about the policing
apprenticeship program the FOP is developing.
Executive Director Jim Pasco spoke with Vanessa Chen, Special Assistant to
the President for Criminal Justice and Guns Policy, to further discuss the
implementation of the President’s Executive Order on policing and criminal
justice.
Executive Director Jim Pasco spoke with Heather J. Fong, Counselor to the
Secretary of the U.S. Department of Homeland Security, regarding the current
situation at the southern border.

Attorney General for the Civil Rights Division, regarding ongoing pattern and
practice investigations.

Executive Director Jim Pasco spoke with Megan Bennet, Assistant Director of
the Office of Public and Governmental Affairs at ATF, about the National
Public Safety Partnership.
Executive Director Jim Pasco spoke with Karhlton F. Moore, Director of the
Bureau of Justice Assistance, about the Public Safety Officers’ Benefit (PSOB)
Program and the National Public Safety Partnership, a new initiative launched
by the U.S. Department of Justice to promote interagency coordination by
leveraging specialized law enforcement expertise with dedicated prosecutorial
resources to promote
public safety.
National Sergeant-at-Arms Keith Turney and Senior Legislative Liaison Tim
Richardson had a virtual conference call with the National and Alabama Police
Explorers to discuss the recruitment challenges in law enforcement.

Senior Legislative Liaison Tim Richardson participated in a conference call
with staff in the U.S. Department of Homeland Security to provide feedback
on Section 12 for the implementation of President Biden’s Executive Order on
Advancing Effective, Accountable Policing and Criminal Justice Practices to
Enhance Public Trust and Public Safety. Section 12 of the order limits the
transfer or purchase of certain military equipment to law enforcement.
Senior Legislative Liaison Tim Richardson spoke with staff in the office of
Daniel P. Meuser (R-PA) about H.R. 8637, the “Law Enforcement De-
Escalation Training Act.”
Senior Legislative Liaison Tim Richardson spoke with staff in the office of
Senator Amy J. Klobuchar (D-MN) regarding draft legislation to address the
recruitment and retention crisis in law enforcement.
Senior Legislative Liaison Tim Richardson represented the FOP on a Next
Generation 911 Coalition conference call with majority and minority staff from
the Senate Committee on Commerce, Science, and Transportation to discuss
the next generation 911 initiative.

THE U.S. HOUSE OF REPRESENTATIVES
The Committee on Homeland Security held an oversight hearing entitled
“Worldwide Threats to the Homeland.” Alejandro N. Mayorkas, Secretary for
the U.S. Department of Homeland Security; Christopher A. Wray, Director of
the Federal Bureau of Investigation; and Christine S. Abizaid, Director of the
National Counterterrorism Center in the Office of the Director of National
Intelligence, all testified.
The House Republican Caucus met to elect its leadership team.
Representative Kevin O. McCarthy (R-CA) won the nomination to be the next
Speaker of the House, which will be decided in January when the 118th
Congress is sworn in.
The Committee on Oversight and Reform held a hearing entitled
“Developments in State Cannabis Laws and Bipartisan Cannabis Reforms at
the Federal Level.”
House Speaker Nancy P. Pelosi and House Majority Leader Steny H. Hoyer
announced that they would not seek reelection for the House Democratic
caucus’s top leadership positions.
