Thousands of officers, as well as the surviving family membersand friends of slain officers, traveled from across the country to the nation’s capitalto attend the National FOP’s 42nd Annual National Peace Officers’ MemorialService, at which U.S. Attorney General Merrick B. Garland delivered the KeynoteAddress. At this year's Memorial Service, we honored 443 law enforcement officerswho lost their lives in the line of duty. Executive Director Jim Pasco and staff fromthe National Legislative Office also attended the Memorial Service.LEGISLATIVE NEWS & ACTIVITY

Stauber (R-MN) and other Members ofCongress at a press conference to highlight H.R. 743, the "Protect and Serve Act,"during National Police Week. Schumer (D-NY), SenateMinority Leader Mitch McConnell (R-KY), and House Minority Leader Hakeem S.Jeffries (D-NY) at the White House to discuss the debt ceiling, which could bebreached as early as 1 June. While little progress was made, the two sides pledgedto continue discussions.President Joseph R. Biden, Jr. awarded the Medal of Valor, the nation’s highesthonor for public safety officers, to nine officers. At the ceremony at the East Roomof the White House, the President said in part, “There’s no greater responsibility ofgovernment than to ensure the safety of the American people and those who serveand protect us all. THIS WEEK IN WASHINGTONTHE U.S. HOUSE OF REPRESENTATIVESThe House considered and passed H.R. 3091, the “Federal Law Enforcement OfficerService Weapon Purchase Act” on a 232-198 vote. This FOP-supported bill, whichwould allow Federal law enforcement officers to purchase retired service weapons,was transmitted to the Senate for further action. Representatives Peter A. Stauber (R-MN) and Daniel T. Kildee (D-MI) reintroducedH.R. 3539, the “Public Safety Employer-Employee Cooperation Act.” The bill, whichrecognizes the fundamental right of public safety employees to form and joinunions and bargain collectively with their employers over wages, hours, and workingconditions, is a top legislative priority of the FOP.The House Committee on Oversight and Accountability held a hearing entitled"Overdue Oversight of the Capital City: Part II." Mayor of the District of ColumbiaMuriel E. Bowser and Metropolitan Police Department Chief Robert J. Conteetestified.The House Homeland Security Subcommittee on Counterterrorism, LawEnforcement, and Intelligence Hearing held a hearing entitled "Protecting theHomeland: An Examination of Federal Efforts to Support State and Local LawEnforcement." Local law enforcement officials were among those who testified.The House Committee on Administration held a hearing entitled: "Oversight of theUnited States Capitol Police." U.S. Capitol Police Chief J. Thomas Manger testified.

The Senate considered and passed H.J. Res. 42 on a 56-43 vote. This FOP-supported resolution, which would nullify the adoption of the ComprehensivePolicing and Justice Reform Amendment Act (CPJRAA) by the Washington, D.C.City Council, will now be transmitted to the President.@GLFOP @FOPNATIONALNATIONAL FRATERNAL ORDER OF POLICETHIS WEEK IN WASHINGTONTHE UNITED STATES SENATEThe Senate Committee on the Judiciary advanced four FOP-supported bills, S. 546,the “Recruit and Retain Act,” S. 994, the “Strong Communities Act,” S. 1387, the“Project Safe Neighborhoods Reauthorization Act,” and S. 1530, the “COPS on theBeat Grant Program Parity Act.” These bills now await action by the full Senate. Vance (R-OH) reintroduced S. 1658, the“Law Enforcement Officers Equity Act.” The bill, which would expand the definitionof “law enforcement officer” as it applies to salary and retirement benefits so thatall Federal law enforcement officers will have access to them, is a top legislativepriority of the FOP.The Senate Committee on Homeland Security and Governmental Affairsconsidered, amended, and passed two bills, S. 311, the “U.S. Customs and BorderProtection Officer Retirement Technical Corrections Act,” which the FOP supports,and S. 1137, the “DHS Suicide Prevention and Resiliency for Law Enforcement Act.”Both bills now await action by the full Senate.
