Last year, President Biden announced the appointmentof National President Yoes to the Federal Salary Council. The FOP has had a seaton the Federal Salary Council (FSC) over the course of four Administrations—beginning in 2002. National President Yoes is our most recent representative.The FSC was established by the Federal Employees Pay Comparability Act of 1990.The Council meets with the President's Pay Agent to provide views andrecommendations on the establishment or modification of pay localities and thelevel of comparability payments that should be paid to eliminate or reduce paydisparities. @GLFOP @FOPNATIONALNATIONAL FRATERNAL ORDER OF POLICEH.R. 4365, the “Department of Defense Appropriations Act,” was passed on a 218-210 vote;H.R. 4367, the “Department of Homeland Security Appropriations Act,” was passed on a 220-208 vote;H.R. 4368, the “Agriculture, Rural Development, Food and DrugAdministration, and Related Agencies Appropriations Act,” was defeatedon a 191-237 vote; andH.R. 4665, the “Department of State, Foreign Operations, and RelatedPrograms Appropriations Act,” passed on a 216-212 vote.The House passed three appropriations bills and failed to pass a fourth:The House considered and rejected H.R. 5525, the “Spending Reduction and BorderSecurity Act,” on a 198-232 vote. The legislation would have funded the operationof the Federal government through 31 October. @GLFOP @FOPNATIONALNATIONAL FRATERNAL ORDER OF POLICEThe House Committee on Natural Resources held an oversight hearing, titled:“Destroying America’s Best Idea: Examining the Biden Administration’s Use ofNational Park Service Lands for Migrant Camps.” The hearing included testimonyfrom Kenneth Spencer, Chairman of the United States Park Police Fraternal Order ofPolice, who highlighted the National Park Service’s neglect of the United StatesPark Police and the communities they serve.THIS WEEK IN WASHINGTONTHE U.S. HOUSE OF REPRESENTATIVESThe House Committee on the Judiciary considered and favorably reportedH.R.1105, the "Debbie Smith Act.” The legislation, which would reauthorize theDebbie Smith Act for five years and allocate $151 million in funding, will now go tothe Floor for a full House vote.The House Committee on the Judiciary held a field hearing on violent crime inChicago, IL.The House Committee on Oversight and Accountability held a hearing, titled: “TheBasis for an Impeachment Inquiry of President Joseph R. Biden, Jr.” The House Committee on the Judiciary also considered, amended, and passed H.R.4531, the “Support for Patients and Communities Reauthorization Act,” on a 29-3vote. The legislation reauthorizes several programs that treat and respond to theopioid crisis, and, as introduced would have permanently scheduled xylazine as aSchedule III substance. The committee made the scheduling temporary for 3 years.The bill will next be considered by the Committee on Education and the Workforce.

@GLFOP @FOPNATIONALNATIONAL FRATERNAL ORDER OF POLICEThe Senate passed the motion to proceed to the consideration of H.R. 3935, whichtemporarily reauthorizes the Federal Aviation Administration and serves as thelegislative vehicle for a continuing resolution that would fund the governmentthrough 17 November. It is unknown when debate on the measure will begin, but itseems certain that the Federal government will partially shut down on 1 October. The Senate Committee on Banking, Housing, and Urban Affairs considered andfavorably reported S. 2860, the “Secure and Fair Enforcement Regulation BankingAct (SAFER) Banking Act,” on a 14-9 vote. The legislation, which would createprotections for financial institutions that provide financial services to State-sanctioned marijuana businesses and service providers for such businesses, willnow go to the Floor for a full Senate vote.THIS WEEK IN WASHINGTONTHE UNITED STATES SENATEThe Senate considered and voted unanimously to adopt S. Res. 376, which requiresbusiness attire on the chamber’s floor, "which for men shall include a coat, tie, andslacks or other long pants." The resolution comes after Senate Majority LeaderCharles E. Schumer (D-NY) relaxed the Senate's dress regulations last week,seemingly to accommodate Senator John Fetterman (D-PA), who favors casualwear like shorts and hoodies over traditional suits and ties.At a hearing before a U.S. Magistrate Judge in Manhattan, Senator Robert “Bob”Menendez (D-NJ) pleaded not guilty to charges of taking bribes.Senator Dianne G. Feinstein (D-CA), who had suffered from extensive health issuesfor more than a year, passed away at her home in Washington, D.C.
