National President Patrick Yoes had a conference call with
members of the Federal Officers' Committee to discuss the
Schedule F Executive Order. Also on the call were Senior
Legislative Liaison Tim Richardson and Legislative Liaison
Mark McDonald.
National President Patrick Yoes had a meeting with Indiana
Convention Center staff regarding the National FOP's
upcoming 65th Biennial National Conference which will take
place this summer, 15-19 August, in Indianapolis, IN.

THIS WEEK IN WASHINGTON
Vice President Michael R. Pence led a meeting of the White
House Coronavirus Task Force to discuss the ongoing COVID-
19 response efforts including the vaccine distribution.
This week, the U.S. Food and
Drug Administration issued an
emergency use authorization
for the second vaccine for the
prevention of coronavirus. The
emergency use authorization
allows the Moderna COVID-19
Vaccine to be distributed
throughout the United States.
The Centers for Disease Control and Prevention (CDC) published
a list of the initial allocations of doses made available for each
State. The CDC's COVID-19 Vaccine Initial Allocations list can be

THE U.S. HOUSE OF REPRESENTATIVES
The House considered and passed H.R. 133 on a 359-53 vote. The
appropriations package provides funding for FY 2021 as well as
$900 billion for coronavirus relief activities.
The appropriations package was sent to and passed by the Senate
on a 96-2 vote. The bill is being enrolled and will then be
transmitted to the President, who was expected to sign it into law,
but has since raised concerns with the legislation and called on
Congress to amend the bill. Specifically, the President suggested
the amount of coronavirus economic relief for individuals was not
enough and insisted that the aid for individuals should be increased
from $600 per individual to $2,000.
Developing reports indicate that Speaker Nancy P. Pelosi (D-CA) is
considering convening the House tomorrow, Christmas Eve, to
consider additional action on H.R. 133, if possible, or, potentially,
new legislation.

$35,000,000 for Community Policing Development/Training and Technical
Assistance
$8,000,000 for the Law Enforcement Mental Health and Wellness Act
$5,000,000 to develop broadly applicable guidelines and best practices for
law enforcement accreditation standards (administered by the COPS Office)
$5,000,000 to establish a Task Force on Law Enforcement Oversight
$5,000,000 for the development and deployment of a database to track
excessive use of force and officer misconduct.
$484,000,000 for Byrne Justice Assistance Grants and recognizes that these
funds can be used for training on the use of force, racial profiling, implicit
bias, and accreditation
$30,000,000 for the Bulletproof Vest Partnership Grant Program
$110,000,000 for Debbie Smith DNA Backlog Grants
$7,500,000 for a competitive grant program for officer training on responding
to people with mental illness or disabilities
$20,000,000 for Project Safe Neighborhoods
$244,000,000 for the State Criminal Alien Assistance Program (SCAAP)
$90,000,000 for the Community Trust Initiative, which includes the Body
Worn Camera Partnership Program, the Justice Reinvestment Initiative and
the Byrne Criminal Justice Innovation Program
