Just one month ago, the U.S House of Representatives passed H.R. 82, the “Social Security Fairness
Act,” on an overwhelming 327-75 vote—giving us a clear mandate to end the unfairness and injustice
that steals billions from hardworking public servants every year. Now it’s time for the Senate to act!
National President Patrick Yoes joined Ed Kelly, the General President of the International
Association of Fire Fighters (IAFF), and other union leaders who represent public employees at a rally
near the U.S. Capitol to call for Senate action on the bill. Among the speakers was Senator Charles E.
Schumer (D-NY), the Senate Majority Leader, who told the crowd that he would put H.R. 82 on the
floor for a vote!
Senator Schumer used a procedural maneuver, called Rule XIV, to move the bill from committee and
onto the Senate calendar. He then filed cloture on a motion to proceed to debate on the bill. Cloture is
the term for the parliamentary process to end debate on a bill and it requires 60 votes to pass. This
vote will take place sometime early next week and if cloture is invoked, the Senate will hold an up-or-
down vote on the bill.
The FOP and IAFF sent a joint letter to every Member of the Senate, urging them to vote for cloture
and then in favor of H.R. 82. We’re asking ALL FOP members to contact their Senators and tell then to
vote in favor of cloture and for H.R. 82 as well.
You can call the Capitol switchboard at 202-224-3121 or visit this website to get the phone number
for your Senators! Do it TODAY as we expect Congress to adjourn late next week.
If you’re affected by the WEP/GPO and are tired of getting a monthly check that reduces a benefit
YOU EARNED, then make those calls! We need ALL MEMBERS to reach out to their Senators and tell
them they must support a vote on the Senate floor for H.R. 82 and to VOTE YES on cloture and on the
“Social Security Fairness Act” when it reaches the floor! This effort will not succeed without YOU!

SENATE TO HOLD VOTES ON SOCIAL SECURITY
FAIRNESS ACT!
LEGISLATIVE NEWS & ACTIVITY
@GLFOP @FOPNATIONALNATIONAL FRATERNAL ORDER OF POLICE
We need YOU in D.C.! The First Session of the 119th Congress will begin next month, and FOP
priorities are poised for another year of dedicated action. We can say with great pride that we are
one step closer to accomplishing our biggest top priority, passing the “Social Security Fairness
Act.” We encourage you to continue reaching out to your Senators to voice your support.
From Monday, 3 February, through Wednesday, 5 February, the nation’s oldest and largest
organization of law enforcement officers will be advocating on Capitol Hill. More specifically, we
will be highlighting the challenges and the needs of our memberships, including recognizing the
right of public safety officers to collectively bargain in addition to protecting due process for
officers and firefighters. With the momentum we have seen with the Social Security Fairness Act,
we are confident we will continue to see more progress on these top priorities.
Our future success and our legislative agenda depend on our ability to motivate and mobilize our
grassroots to make sure our message continues to be heard loud and clear. Participation in this
event is just a part—but an important part—of the FOP’s advocacy strategy. We need our members
to build, strengthen, and sustain their relationships with their Representatives and Senators.
