Patrick Yoes, National President of the Fraternal Order of Police, applauded last week’sintroduction of H.R. 3226, the “Law Enforcement Officers’ Equity Act,” a top legislativepriority for the FOP. This legislation was introduced by Representatives Andrew R.Garbarino (R-NY), Gerald E. Connolly (D-VA), and Brian K. Fitzpatrick (R-PA).This legislation would provide all Federal law enforcement officers with 6(c) retirementbenefits and the ability to retire after 20 years of service after the age of 50 or after 25years of service at any age. If enacted, thousands of officers serving in agencies within theU.S. Departments of Defense and Veterans Affairs, as well as those employed by the FBIPolice, U.S. Postal Service, Federal Protective Service, National Institute of Health, U.S. Mintand the Bureau of Engraving and Printing will receive the same enhanced benefits as theirFederal law enforcement counterparts.We are asking all current and retired (covered and noncovered) Federal Law EnforcementOfficers and those that have ever worked in Federal Law Enforcement to please take thesurvey. This will help answer the questions we are being asked from Congress about theLEO Equity Act. Thousands of officers, as well as the surviving familymembers and friends of slain officers, traveled from across the country to the nation’scapital to attend this National Memorial Service, at which Vice President J.D. Vance.,delivered the Keynote Address. At this year's Memorial Service, we honored 232 lawenforcement officers who lost their lives in the line of duty. Executive Director Jim Pascoand staff from the National Legislative Office also attended the Memorial Service.LEGISLATIVE NEWS & ACTIVITY

The bill,which is a priority for the FOP, would amend existing law to allow officers to carry in thesame places as civilians with concealed carry permits. The bill now heads to the Senatefor consideration. The House Homeland Security Committee held a hearing entitled “A New Era ofHomeland Security: A Review of the Fiscal Year 2026 Budget Request for the Departmentof Homeland Security.”The House passed H.R. 2240, the “Improving Law Enforcement Officer Safety andWellness Through Data Act,” by a vote of 403-11. The FOP endorsed this bill.The House passed H.R. 2255, the “Federal Law Enforcement Officer Service WeaponPurchase Act,” by a vote of 234-182. The FOP supported this bill.The House Committee on the Budget considered and rejected H.Con.Res.14,“Establishing the congressional budget for the United States Government for fiscal year2025” on a 16-21 vote. The House agreed to H.Con.Res.30, “Expressing support for local law enforcementofficers,” on a 411-1 vote.The House Appropriations Committee Subcommittee on Homeland Security heldmultiple hearings on oversight of the U.S. Coast Guard, U.S. Immigration and CustomsEnforcement (ICE), and U.S. Customs and Border Protection (CBP).

@GLFOP @FOPNATIONALNATIONAL FRATERNAL ORDER OF POLICETHIS WEEK IN WASHINGTONTHE UNITED STATES SENATEThis week, the Senate Committee on the Judiciary considered and favorably reported eight bills that weresupported by the FOP:S.180, the “Protecting First Responders from Secondary Exposure Act,” which would allow State andlocal governments to purchase containment devices through the existing Comprehensive Opioid,Stimulant, and Substance Abuse Program (COSSAP);S.237, the “Honoring Our Fallen Heroes Act,” which would categorize duty-related cancer fatalities as aline of duty death under the Public Safety Officers’ Benefits (PSOB) program.S.419, the “Reauthorizing Support and Treatment for Officers in Crisis (STOIC) Act,” which wouldreauthorize programs for law enforcement family support services, suicide prevention programs, andmental health services for law enforcement officers;S.539, the “PROTECT Our Children Reauthorization Act,” which would update and reauthorize the InternetCrimes Against Children (ICAC) Task Force Program that helps State and local law enforcement agenciescombat online child exploitation and abuse;S.911, the “Chief Herbert D. Profitt Act,” which would amend the Public Officers’ Benefits (PSOB)program to include retired public safety officers who are injured or killed in a targeted attack;S. 1316, the “Strong Communities Act,” which would establish a grant program for local law enforcementagencies to assist in recruiting officers from their own community;S.1563, the “Retired Law Officers Continuing Service Act,” which would establish a grant program tosupport State and local agencies in leveraging the expertise of retired officers for tasks like assistingwith investigations, forensic analysis, and reviewing camera footage;S. 1595, the “Critical Aid for Responding to Emergencies (CARE) Act,” which would expand the existingU.S. Department of Justice’s Edward Byrne Memorial Justice Assistance Grant (Byrne-JAG) program toallow for the purchase of trauma kits.The bills now move to the Senate for consideration.The Senate agreed to S. Res. 220, “A resolution designating the week of May 11 through May 17, 2025, as"National Police Week,” by unanimous consent.The Senate Finance Committee favorably reported the nomination of Rodney Scott the serve asCommissioner of U.S. Customs and Border Protection by a vote of 14-13. The Senate Appropriations Committee Subcommittee on the Legislative Branch held hearings to examineproposed budget estimates for FY26 for the Senate Sergeant at Arms and United States Capitol Police.
