National President Patrick Yoes and Executive Director Jim Pasco attended the signingceremony for S. 331, the “Halt All Lethal Trafficking (HALT) of Fentanyl Act.” The bill,which was supported by the FOP, permanently classifies fentanyl and fentanyl analogsas Schedule I drugs. National President Patrick Yoes attended the Ohio FOP State Conference inIndependence, OH. LEGISLATIVE NEWS & ACTIVITYExecutive Director Jim Pasco and Senior Legislative Liaison Tim Richardson had a virtualmeeting with staff at the Government Accountability Office (GAO) to discuss therecruitment and retention crisis in law enforcement.National President Patrick Yoes attended numerous meetings related to planning for theFOP National Conference in Miami, FL. National President Patrick Yoes worked out of the Steve Young Law EnforcementLegislative Advocacy Center in Washington, D.C. National President Patrick Yoes and Executive Director Jim Pasco spoke with FOPmembers employed by Immigration and Customs Enforcement (ICE) regarding theintricacies and interpretation of the Executive Order on Federal unions and collectivebargaining agreements.

The bill will now be transmitted to the Senate.The House Homeland Security Subcommittee on Transportation and Maritime Securityheld a hearing entitled “Surveillance, Sabotage, and Strikes: Industry Perspectives onHow Drone Warfare Abroad Is Transforming Threats at Home.”The House Homeland Security Subcommittees on Oversight, Investigations, andAccountability and Border Security and Enforcement held a joint hearing entitled “Caseby Case: Returning Parole to Its Proper Purpose.”The House considered and passed H.R. 4016 the “Department of Defense AppropriationsAct” for FY26 on a 221-209 vote. The bill will now be transmitted to the Senate.The House considered and passed S. 1582, the “Guiding and Establishing NationalInnovention for U.S. Stablecoins (GENIUS) Act,” on a 308-122 vote. The bill will now betransmitted to the President to be signed into law. The House considered and passed H.R. 4, the “Recissions Act,” on a 214-212 vote. Thebill will now be transmitted to the President to be signed into law.

Hermandorfer to serve as a judge on the Sixth CircuitCourt of Appeals on a 46-42 vote.The Senate Committee on Health, Education, Labor, and Pensions held nominationhearings to consider Crystal Carey to serve as General Counsel of the National LaborRelations Board and Brian Christine to serve as Assistant Secretary of the U.S.Department of Health and Human Services.The Senate Committee on the Judiciary held a hearing entitled, “Beyond the Smash andGrab: Criminal Networks and Organized Theft.”The Senate confirmed Joseph Edlow to serve as Director of United States Citizenshipand Immigration Services within the U.S. Department of Homeland Security on a 52-47vote.The Senate Committee on the Judiciary voted to advance the nomination of Jeanine F.Pirro to serve as U.S. Attorney of the District of Columbia. The FOP supported hernomination. The Committee also favorably reported the nomination of Emil J. Bove III toserve as a Federal Judge on the U.S. Court of Appeals for the Third Circuit.The Senate Committee on Appropriations voted to advance the FY 2026 Commerce,Justice, and Science Appropriations Bill on a 19-10 vote. The spending measureprovides $570 million for the Edward Byrne Memorial Justice Assistance Grant (Byrne-JAG) program and $500 million for the Office of Community Oriented Policing Services(COPS), including $206 million for the COPS Hiring Program (CHP).The Senate considered and passed H.R. 4, the “Recissions Act,” on a 51-48 vote, andsent the bill to the House.
