National President Patrick Yoes attended a Celina Police Association Lodge #123event in Celina, TX. National President Patrick Yoes gave various media interviews regarding lawenforcement challenges on the horizon, the recruitment and retention crisis, and theNational FOP's data showing a rise in the number of officers shot in the line of duty.LEGISLATIVE NEWS & ACTIVITYExecutive Director Jim Pasco spoke with Heather J. Fong, Assistant Secretary forState and Local Law Enforcement and Senior Counselor to the Secretary for LawEnforcement at the U.S. Department of Homeland Security, to discuss the currentfentanyl epidemic as well as future coordination between the Immigration andCustoms Enforcement and the Drug Enforcement Agency.Executive Director Jim Pasco spoke with multiple members of the Senate todiscuss the FOP’s support for S.1306, the “COPS Reauthorization Act.” Executive Director Jim Pasco spoke with Erika Dinkel-Smith, Special Assistant tothe President for Political Affairs and Senior Labor Advisor, to discuss pendinglegislation within Congress.

Rutherford (R-FL), to discuss H.R. 1525, the “Fifth Amendment Integrity Restoration (FAIR) Act.”Senior Legislative Liaison Tim Richardson and Legislative Liaison David Tabohrepresented the FOP at a meeting of the Blue Alert National Advisory Group, whichwas hosted by Hugh T. Clements, Jr., Director of the Office of Community OrientedPolicing Services (COPS). The FOP reported on our data collection efforts on lawenforcement officers shot in the line of duty.Senior Legislative Liaison Tim Richardson represented the FOP on a conference callof criminal justice and industry stakeholders to discuss actions being undertaken bythe Consumer Financial Protection Bureau (CFPB) that would potentially limit theability of law enforcement to access data collected by third parties.

As a results-driven, former law enforcement professional,Bill joins the organization with nearly 30 years of overall experience, starting withthe United States Air Force as a Security Police Officer at Andrews Air Force Base. Bill began the next phase of his career when he joined the Prince George’s CountyPolice Department in August 1997. He later became the Commander of the Trainingand Education Division, where he oversaw a forward-thinking, community policing-based police academy responsible for training new recruits and existing sworn andcivilian personnel.

Thomas Manger and Chairman of the FOP’s D.C. Police UnionGreggory Pemberton testified.The House Committee on Homeland Security held a hearing entitled, "Securing ourNation from WMDs: A Review of the Department of Homeland Security'sCountering Weapons of Mass Destruction Office.”The second “mini-bus,” H.R. 2882, the “Fiscal 2024 Further ConsolidatedAppropriations Act,” was passed by the House on a 286-134 vote under asuspension of the rules. The legislation provides the FY2024 appropriations forthe U.S. Departments of Defense, Homeland Security, Labor, Health and HumanServices, State as well as the Legislative Branch.The legislation provides a $3.2 billion increase for U.S. Customs and BorderProtection (CBP), including $1.6 billion for border management and $495 millionfor more border agents.The bill also more than $400 million to CBP to improve the ability to detect andseize deadly synthetic opioid drugs and other narcotics, including forwardoperating labs and personnel. Immigration and Customs Enforcement (ICE)receives an increase of $798 million to boost removal operations and fundHomeland Security Investigations.THIS WEEK IN WASHINGTONTHE U.S. HOUSE OF REPRESENTATIVES
