Graves (R-LA) and other stakeholders to discuss andstrategize the “next steps” to push for House passage of H.R. 82, the “SocialSecurity Fairness Act.” Senior Legislative Liaison Tim Richardson and LegislativeLiaison David Taboh attended the meeting in person in the U.S. Capitol. At themeeting, Representative Graves announced that the Social Security Subcommitteeof the House Committee on Ways and Means would be holding a hearing next weekon Tuesday, 16 April at 3pm. City Council passed a dangerous bill that would have emboldenedcriminals, dramatically increased crime and violence, and rendered police officers inthe District of Columbia virtually powerless to adequately police the city and keepits residents and visitors safe. What has happened since should alarm allAmericans.On this episode of the Blue View Podcast, National President Patrick Yoes is joinedby Gregg Pemberton, Chairman of the D.C. Metropolitan Police Department LaborCommittee. Gregg represents the more than 3,600 rank-and-file DC MPD officerswho go to work every day to serve and protect those living in our nation’s capital.

THIS WEEK IN WASHINGTONTHE U.S. HOUSE OF REPRESENTATIVESThe House Committee on Rules considered and favorably reported H. Res. 1125, which governeddebate on H.R. 7888, the “Reforming Intelligence and Securing America Act.” The legislationwould reauthorize Title VII of the Foreign Intelligence Surveillance Act (FISA), including Section702, for two years from the date of enactment and establish new restrictions and requirements onFBI queries of information on Americans that has been collected through Section 702 surveillance,while establishing accountability standards for FBI personnel who access or oversee collecteddata. It also adds new requirements that intelligence agencies and the FBI must meet whenapplying to the Foreign Intelligence Surveillance Court (FISC) for electronic surveillance undergeneral FISA authorities; expands review and transparency requirements for the surveillance court;and increases penalties for FISA violations. Current Section 702 authority expires on 19 April. The House considered and rejected H.R. Res. 1125 on a 193-228 vote, which meant that debateon the underlying bill, H.R. 7888, could not proceed. As of this moment, it is being reported thatthe Committee on Rules will consider a new rule to govern debate on H.R. 7888 next week. Inaddition, the Rules Committee is also expected to consider and adopt a rule to consider H.R.4639, the “Fourth Amendment Is Not For Sale Act,” on the floor next week as well.The FOP and the IACP have been the most vocal organizations working to oppose this terrible bill.The FOP had previously sent three letters of opposition to the bill:18 July 2023 letter to the House Judiciary Committee, four days after the bill was introduced6 December 2023 letter to the House Judiciary Committee9 February 2024 letter to House leadershipOther law enforcement organizations are finally beginning to engage on this issue.The House Committee on Appropriations Subcommittee on Department of Homeland Securityheld a hearing entitled “Fiscal Year 2025 Request for the Department of Homeland Security.”Alejandro N. Mayorkas, Secretary of the U.S. Department of Homeland Security, testified.

The FOP supports S. 1306, the “COPSReauthorization Act,” which would reauthorize the COPS Office and all theprograms it administers through 2029.The Senate Committee on Foreign Relations held a hearing entitled “CounteringTransnational Criminal Networks and Corruption in the Western Hemisphere.” Thehearing included testimony from multiple members from the Department of State,including Coordinator for the Office of Global Anti-Corruption Richard Nephew,Principle Deputy Secretary for the Bureau of Western Hemisphere Affairs MarkWells, and Deputy Assistant Secretary for the Bureau of International Narcoticsand Law Enforcement Affairs Chris Landburg. The Senate Committee on Appropriations Subcommittee on Homeland Securityheld a hearing entitled “A Review of the President's Fiscal Year 2025 BudgetRequest for the Department of Homeland Security.” Alejandro N. Mayorkas,Secretary of the U.S. Department of Homeland Security, testified.
