Trump signed an Executive Order entitled “Strengtheningand Unleashing America’s Law Enforcement to Pursue Criminals and Protect InnocentCitizens” which includes a provision in Section 3(a)(v) that reads: “seek enhancedsentences for crimes against law enforcement officers.” The FOP shares the President’sstrong views on violence targeting law enforcement officers and urges Congress to takeup and pass H.R. 1551/S. 167, the “Protect and Serve Act.”This week, President Donald J. Trump signed an Executive Order entitled “ProtectingAmerican Communities from Criminal Aliens” which includes a provision to cut Federalfunding from sanctuary cities that do not comply with new immigration policies.The U.S. Department of Justice (DOJ) terminated $811 million in Federal grants, with themajority of funds cut, $535 million, coming from programs run by the Bureau of JusticeAssistance.

THIS WEEK IN WASHINGTONTHE U.S. HOUSE OF REPRESENTATIVESThe House Committee on Small Business favorably reported H.R. 2931, the “Save SBAfrom Sanctuary Cities Act,” on a 15-11 vote. The bill would direct the Administrator ofthe Small Business Administration (SBA) to relocate certain SBA Offices out of sanctuaryjurisdictions. The bill now awaits action on the House floor.The House Committee on Homeland Security favorably reported budgetary spendinggoals for H. Con Res. 14, the “Concurrent Resolution on the Budget for Fiscal Year 2025,”on a vote of 18-14. The bill would increase spending on various border securitymeasures by over $69 billion. The House Committee on Oversight and Government Reform held a hearing entitled“Securing the Skies: Addressing Unauthorized Drone Activity Over U.S. MilitaryInstallations.”The House Committee on the Judiciary favorably reported budgetary spending goals forH. Con Res. 14, the “Concurrent Resolution on the Budget for Fiscal Year 2025,” on avote of 23-17. The bill provides for $81.4 billion in new spending on immigrationenforcement and deportation efforts.The House Committee on Oversight and Government Reform favorably reportedbudgetary spending goals for H. Con Res. 14, the “Concurrent Resolution on the Budgetfor Fiscal Year 2025,” on a 23-22 vote. The bill would save $50 billion over 10 years bycutting federal employees' take-home pay, trimming their pensions, and shrinking theirjob protections. The FOP opposes these cuts for Federal law enforcement officers.

The bill, which was endorsed by the FOP, will be transmitted to the House forfurther consideration.The Senate Committee on the Judiciary held a hearing to examine the nominations ofTerrance Cole to be Administrator of the Drug Enforcement Agency and GadyacesSerralta to be Director of the United States Marshals Service.The Senate considered and rejected S.J. Res. 49, “A joint resolution terminating thenational emergency declared to impose global tariffs,” on a vote of 49-49, with VicePresident J.D. Vance being called to break the tie vote. The Senate (Klobuchar, D-MN) introduced S. 1563, the “Retired Law EnforcementOfficers Continuing Service Act” which would amend the 1968 Omnibus Crime Controland Safe Streets Act to establish a grant program to help law enforcement agencies withcivilian law enforcement tasks.

FOP Monthly Update: Officers Shot and Killed The National Fraternal Order of Police regrets to report that asof midnight on 30 April, there have been 109 officers shot in theline of duty in 2025. Of those officers shot, 12 of them werekilled.
