Today, National President Yoes and members of the National Legislative staff joined a conference
call with Representative Garret N. Graves (R-LA), sponsor of H.R. 82, the "Social Security Fairness
Act," along with staff from the lead cosponsor Representative Abigail D. Spanberger’s (D-VA) office,
regarding the recent tabling of H.R. 82. Representative Graves specifically commended the FOP for
our prompt and candid response to this development on the Hill.
On Tuesday, November 5, in what appears to be a coordinated action by members of the House
Freedom Caucus, Representative Andrew P. Harris, MD (R-MD), the current Freedom Caucus
Chairman, collaborated with Representative Robert G. Good (R-VA), the former Chairman of the
Freedom Caucus, to table H.R. 82. This maneuver was a clear violation of the established rules and
practices of the House.
A review of the session’s proceedings (start at the 7 minute mark) shows that Representative Harris
was explicitly advised by a member of the House Parliamentarian’s office that he could not recognize
Mr. Good or entertain a unanimous consent request in a pro forma session without the prior consent
of the committee leadership, the Speaker of the House, and the Minority Leader. Despite lacking such
consent, Representative Harris allowed H.R. 82 to be tabled, which effectively set a new and
potentially harmful precedent.
House leadership believes this violation threatens the integrity of pro forma sessions by potentially
enabling legislative actions with minimal presence on the floor. They are committed to reversing this
precedent and, in so doing, putting H.R. 82 back on the path to getting a vote on the House floor in
one way or another as early as this week.
We NEED FOP members to take IMMEDIATE ACTION and call, fax, and email their House
Representatives and urge them to vote YES on H.R. 82, the “Social Security Fairness Act.”

The 2024 Presidental Election ended with a victory for Donald J. Trump, who completed
a sweep of all 7 battleground states and won the popular vote. National President
Patrick Yoes offered his congratulations to the President-elect, stating that he and the
FOP look forward to renewing their partnership in his upcoming term.
Republicans gained control of the Senate, flipping at least 4 seats and bringing the
expected majority in the Senate to 53 Republicans, and 47 Democrats. Senator Mitch
McConnell (R-KY), longtime leader of Senate Republicans, expressed his desire to step
down from leadership roles earlier this year, meaning that a new Senate Majority Leader
is expected in the upcoming congress.
Republicans are expected to gain control of the House, however multiple races have not
been called as votes are still counted across the Country. In order for a party to have a
majority in the House, they must hold 218 seats out of 435. As of 8 November 2024,
Republicans hold 212 seats, while Democrats hold 200, with 23 seats yet to be called.

the West Palm Beach County Convention Center, in West Palm Beach, FL.

Legislative Liaison David Taboh represented the FOP on a stakeholder’s call hosted by
Representative Garrett N. Graves (R-LA) and the staff of Representative Abgail D.
Spanberger (D-VA) to discuss the ongoing efforts to pass H.R. 82, the “Social Security
Fairness Act.”
National President Patrick Yoes gave interviews to numerous media outlets.
Executive Director Jim Pasco spoke with Jessica Rosenworcel, Chairman of the Federal
Communications Commission (FCC), as well as FCC Commissioner Brendan T. Carr
about the recent action of the Commission authorizing the use of the 4.9 GHz spectrum
within the Nationwide Public Safety Broadband Network (NPSBN) and granting a
nationwide license to the First Responder Network Authority (FirstNet) to administer it.
Executive Director Jim Pasco spoke with Heather J. Fong, Assistant Secretary for State
and Local Law Enforcement and Senior Counselor to the Secretary for Law Enforcement
at the U.S. Department of Homeland Security, about issues related to dignitary protection
and border security, as well as problems that major urban areas are experiencing
because of the presence of illegal aliens.
Executive Director Jim Pasco spoke with Hugh T. Clements, Jr., Director of the Office of
Community Oriented Policing Services (COPS), about future grant funding and other end
of the year issues.

to break the rules and practices of the House by tabling H.R. 82, the “Social Security
Fairness Act,” in a pro forma session.
Executive Director Jim Pasco maintained an ongoing dialogue with the Trump-Vance
campaign—communications which will continue through the transition to the Trump
Administration
Senior Legislative Liaison Tim Richardson spoke with House leadership staff on both the
Republican and Democrat sides about the need to reverse the precedent set when H.R.
82, the “Social Security Fairness Act,” was tabled in a pro forma session of the House on
Tuesday, 5 November.
