THE WEEK OF 24 FEBRUARY 2020 LEGISLATIVE NEWS AND ACTIVITY Executive Director Jim Pasco spoke with Jack A Rauch Deputy Associate Director with the White House Office of Public Liaison regarding the Coronavirus as well as the Presidential Commission on Law Enforcement and the Administration of Justice issues Executive Director Pasco spoke with Tim Shea who was recently appointed as Interim U S Attorney for the District of Columbia by Attorney General William P Barr regarding the Presidential Commission on Law Enforcement and the Administration of Justice as well as Department of Justice DOJ interactions with local FOP lodges Executive Director Pasco spoke with Dean M Kueter Jr Executive Director of the Presidential Commission on Law Enforcement and the Administration of Justice regarding the Commission s upcoming activities Senior Legislative Liaison Tim Richardson joined other stakeholder groups in a meeting with staff from the House Law Enforcement Caucus Co Chairmen Representatives William J Pascrell Jr D NJ and John H Rutherford R FL regarding pending legislation of interest to the law enforcement community Senior Legislative Liaison Richardson met with staff in the office of Representative Abigail A Spanberger D VA to discuss H R 1156 the LEOSA Reform Act and H R 1325 the Protect and Serve Act Senior Legislative Liaison Richardson held a conference call with staff in the offices of Representative Ralph W Norman Jr R SC and Senator Steven D Daines R MT regarding H R 2560 S 1278 the Putting First Responders First Act PATRICK YOES National President National Fraternal Order of Police GLFOP GLFOP FOPnational JIM PASCO Executive Director

THE WEEK OF 24 FEBRUARY 2020 THIS WEEK IN WASHINGTON D C THE U S HOUSE OF REPRESENTATIVES The House considered and passed H R 2339 the Reversing the Youth Tobacco Epidemic Act on a 213 195 vote which would amend the Federal Food Drug and Cosmetic Act with respect to the sale and marketing of tobacco products and for other purposes The Committee on Homeland Security s Subcommittee on Intelligence Counterterrorism held a hearing entitled Confronting the Rise In Anti Semitic Domestic Terrorism Part II The Committee on Transpiration and Infrastructure considered and passed H Con Res 90 which would authorize the use of the Capitol Grounds for the National Peace Officers Memorial Service and the National Honor Guard and Pipe Band Exhibition The Concurrent Resolution will now go to the House floor for a voice vote The Committee on the Judiciary s Subcommittee on Crime Terrorism and Homeland Security held a hearing entitled Returning Citizens Challenges and Opportunities for Reentry The Committee on Homeland Security s Subcommittee on Intelligence Counterterrorism held a hearing entitled Confronting the Rise In Anti Semitic Domestic Terrorism Part II THE UNITED STATES SENATE The Senate was in recess this week PATRICK YOES National President National Fraternal Order of Police GLFOP GLFOP FOPnational JIM PASCO Executive Director

THE WEEK OF 24 FEBRUARY 2020 UPDATE FOP PRIORITIES H R 1156 THE LEOSA REFORM ACT This bill would would amend the Law Enforcement Officers Safety Act LEOSA which exempts qualified active and retired law enforcement officers from local and State prohibitions on the carriage of concealed firearms to ensure that these officers are able to carry in the same venues as civilian concealed carry permit holders in areas like schools and national parks as well as use public transportation and extends the exemption to magazine capacity and would allow active and retired law enforcement officers to access services at U S post offices Social Security Administration offices or Veterans Affairs facilities House Cosponsors 3 This Week 29 H R 1325 32 0 THE PROTECT AND SERVE ACT This bill would would make it a Federal crime to target a law enforcement officer with an assault that results in seriously bodily harm or death House Cosponsors 5 This Week PATRICK YOES National President 26 25 National Fraternal Order of Police GLFOP GLFOP FOPnational 6 JIM PASCO Executive Director

THE WEEK OF 24 FEBRUARY 2020 CALL TO ACTION FROM PRESIDENT YOES Greetings As I travel around our country meeting and speaking with our members there is one common refrain when will the FOP succeed in repealing the Windfall Elimination WEP and the Government Pension Offset GPO Brothers and sisters we have heard you and we have potentially good news The repeal for WEP and GPO has been a top legislative priority since 1997 We ve had years in which we ve had good support and the potential for committee action and years when we did not I am happy to report to you that we have a historic high in terms of support for the House bill H R 141 At this writing which is before the conclusion of the Day on the Hill we have 243 cosponsors more than a House majority and just a little short from the 290 cosponsors which under House rules would force the bill to a floor vote Since last spring the FOP has been waging a very targeted lobbying campaign by going after Members of the House one at a time building support educating staff and ultimately getting us to this point In October I worked with the bill s sponsor Representative Rodney L Davis R IL and my Representative Garret N Graves R LA to launch the Public Safety Working Group on Social Security Fairness Uniting with other public safety groups we have been closely coordinating a vigorous lobbying effort combining the efforts of our Washington DC staff with our grassroots activists and with the help of Representatives Davis and Graves Member to Member contact During our Day on the Hill we held another meeting our expanded Working Group Congressional staff with input from the FOP developed a new list of Members to target based on past support previous pledges of support and the impact that the WEP GPO has in their States and districts This approach is being fully coordinated by the FOP and the staff in the offices of Representatives Davis and Graves and our goal is to get to 290 cosponsors and force a floor vote PATRICK YOES National President National Fraternal Order of Police GLFOP GLFOP FOPnational JIM PASCO Executive Director

THE WEEK OF 24 FEBRUARY 2020 CALL TO ACTION FROM PRESIDENT YOES SENATE Looking ahead to the Senate we have 37 cosponsors Again a historic high for support in the Senate We need to increase this number to make sure the issue is familiar to the Senate should the House bill pass One of the ways to do this is to increase the number of cosponsors If your Senator is not a cosponsor please call write and email their office and ask them to support public safety officers and Social Security Fairness Another way to get attention on issues like this is to hold hearing During our Day on the Hill I had the opportunity to meet with one of my Senators William M Cassidy R LA who serves on the Subcommittee on Social Security Pensions and Family Policy We had an excellent conversations and Senator Cassidy said he would be very willing to work with us to hold a hearing on this issue the first one in the Senate since 2007 This is an encouraging development and I am cautious optimistic that we will see some real progress on this issue in this Congress Sincerely Patrick Yoes National President PATRICK YOES National President National Fraternal Order of Police GLFOP GLFOP FOPnational JIM PASCO Executive Director
