On this week's episode of the Blue View, National President Patrick Yoes sits
down for part 1 of his conversation with John Cohen, who most recently
served as the Coordinator for Counterterrorism and Assistant Secretary for
Counterterrorism and Threat Prevention at the U.S. Department of Homeland
Security (DHS), which is the top counterterrorism official in the country.
National President Patrick Yoes, National Sergeant-at-Arms Keith Turney, and
Executive Director Jim Pasco represented the FOP at the quarterly meeting of
major law enforcement organizations and gave a presentation of ideas to
address the recruitment and retention crisis in law enforcement. The meeting
was hosted by U.S. Attorney General Merrick B. Garland, U.S. Deputy Attorney
General Lisa O. Monaco, and U.S. Associate Attorney General Vanita Gupta.
National President Patrick Yoes and Executive Director Jim Pasco met with
U.S. Homeland Security Secretary Alejandro N. Mayorkas to discuss
immigration issues and drug trafficking.

National President Patrick Yoes attended
the Washington State FOP Conference in
Richland, WA.
National President Patrick Yoes had numerous calls with FOP leaders in the
path of Hurricane Ian in preparation for the Disaster Area Response Team
deployment.
National President Patrick Yoes gave numerous media interviews regarding
law enforcement line-of-duty deaths, the increase of violence toward law
enforcement officers across the country, as well as the recruitment and
retention crisis.
Executive Director Jim Pasco spoke to U.S. Associate Attorney General
Vanita Gupta about the recruitment and retention crisis in law enforcement.
National President Patrick Yoes virtually attended the Delaware State FOP
Conference.
Executive Director Jim Pasco and Senior Legislative Liaison Tim Richardson
participated in a stakeholders call with staff with Axon Enterprises, Inc. to
discuss law enforcement technology—tasers, body-worn cameras, and
drones/robotics—and their “moonshot” effort to reduce the number of officer-
involved shootings.

National Treasurer James Smallwood represented the FOP at the board
meeting of the National Law Enforcement Memorial.
Executive Director Jim Pasco gave numerous media interviews regarding
various topics, including the recruitment and retention issue that agencies are
facing nationwide as well as the surge in violent crime.
Senior Legislative Liaison Tim Richardson represented the FOP on a
stakeholder call to discuss H.R. 5768, the “Violent Incident Clearance and
Technological Investigative Methods (VICTIM) Act,” and H.R. 6448, the
“Invest to Protect Act,” and how to improve the chances for Senate action on
these two House-passed bills.
Senior Legislative Liaison Tim Richardson participated in a conference call
with staff from the International Association of Fire Fighters (IAFF) and the
House Committee on Ways and Means to discuss H.R. 82, the “Social
Security Fairness Act,” and other pending Social Security issues
FOP Sergeant-at-Arms Keith Turney and Senior Legislative Liaison Tim
Richardson participated in a conference call with staff from the the Office of
Apprenticeship in the U.S. Department of Labor to discuss ways to model
their program to recruit law enforcement officers.

Senator Sherrod C. Brown (D-OH) regarding Social Security issues.

PASS H.R. 82

Senior Legislative Liaison Tim Richardson and Legislative Liaison David
Taboh participated in a call with staff in the office of Representative Rodney
L. Davis (R-IL) to discuss H.R. 82, the “Social Security Fairness Act,” and the
possibility of action in the lame duck session of Congress.
The U.S. Department of Justice awarded grants totaling $100 million to help
communities across the U.S. reduce gun crime and other serious violence.
The funding, made available under the Department’s Office of Justice
Programs (OJP) Community Violence Intervention and Prevention Initiative,
will develop and expand the infrastructure needed to build community safety
and strengthen neighborhoods.
Senior Legislative Liaison Tim Richardson and Legislative Liaison Mark
McDonald participated in the quarterly meeting of the National Blue Alert
Advisory Group and shared the FOP's latest data on officers shot/killed.

THE U.S. HOUSE OF REPRESENTATIVES
The House considered and passed H.R. 6833, the Continuing Appropriations
and Ukraine Supplemental Appropriations Act, on an 230-201 vote. The bill
will fund the Federal government through December 16th as well as provide
additional monetary and material support for Ukraine. If the bill had not
passed, parts of the government would have shut down Friday at midnight.
The bill now goes to the President, who will sign it into law today.
The House considered and passed H.R. 8987, the “Fairness for 9/11 Families
Act,” on a 400-31 vote. The bill authorizes the Justice Department to issue
lump-sump "catch-up" payments to 9/11 survivors, spouses, and dependents
who are eligible for claims from the Victims of State Sponsored Terrorism
Fund, but who have been unable to receive compensation from those states
sponsors of terror. The bill now awaits action in the Senate.
The House considered and passed H.R. 7780, the “Mental Health Matters
Act,” on a 220-205 vote. The bill, which provide grants to establish a pipeline
for school-based mental health professionals, now goes to the Senate for
further consideration.
