Executive Director Jim Pasco spoke with Vanita Gupta, Associate U.S. Attorney
General, regarding the Administration’s ongoing implementation of Executive Order
14074, on Advancing Effective, Accountable Policing and Criminal Justice Practices
to Enhance Public Trust and Public Safety and more specifically the development of
the National Law Enforcement Accountability Database (NLEAD).
Executive Director Jim Pasco spoke with Erika Dinkel-Smith, Special Assistant to
the President for Political Affairs and Senior Labor Advisor, regarding the current
recruitment and retention crisis and the need for more support and resources from
the U.S. Labor Department.
Executive Director Jim Pasco spoke with Marvin G. Richardson, Deputy Director of
the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), about OPM’s
continued efforts to block the agency from hiring new agents.
Legislative Liaison Mark McDonald, who has been a valued staff

Senior Legislative Liaison Tim Richardson spoke with staff in the office of
Representative John P. Joyce (R-PA) about cosponsoring H.R. 743, the “Protect
and Serve Act.”
Senior Legislative Liaison Tim Richardson and Legislative Liaison David Taboh
represented the FOP at a stakeholder meeting with Andrea M. Gacki, Director of the
Financial Crimes Enforcement Network at the U.S. Department of the Treasury, to
discus the implementation of the Corporate Transparency Act and other anti-money
laundering efforts.
Senior Legislative Liaison Tim Richardson represented the FOP on a stakeholder
strategy call hosted by staff in the offices of Representative William J. Pascrell, Jr.
(D-NJ) and Senator Amy J. Klobuchar (D-MN) regarding H.R. 1719/S. 930, the
“Honoring Our Fallen Heroes Act.”
Senior Legislative Liaison Tim Richardson spoke with staff in the office of
Representative Donald S. Beyer, Jr. (D-VA) regarding data collection in law
enforcement.
Senior Legislative Liaison Tim Richardson and Legislative Liaison Asa Render
spoke with staff in the office of Representative Salud O. Carbajal (D-CA) regarding
appropriations and draft legislation to address homelessness.
Senior Legislative Liaison Tim Richardson met with staff from the International
Association of Fire Fighters (IAFF) to explore joint advocacy programs and events
for next year.

The House considered and passed H.R. 6126, the “Israel Security Supplemental
Appropriations Act,” on a 226-196 vote. The bill, which allocates $14.3 billion to
Israel and offsets this amount by cutting funding to the Internal Revenue Service,
was transmitted to the Senate for further action.
THIS WEEK IN WASHINGTON
THE U.S. HOUSE OF REPRESENTATIVES
The House considered, amended, and passed two appropriations bills this week:
H.R. 4364, the “Legislative Branch Appropriations Act,” on a 214-197 vote, and H.R.
4821, the “Department of the Interior, Environment, and Related Agencies
Appropriations Act,” on a 213-203 vote. Both bills were transmitted to the Senate
for further action.
The House has passed seven appropriations bills and is expected to consider
another continuing resolution to avoid a partial government shutdown on 18
November.

The Senate Committee on Appropriations held a hearing, entitled: “A Review of the
National Security Supplemental Request.” Secretary of State Antony J. Blinken and
Defense Secretary Lloyd J. Austin III testified at the hearing, which concerned the
Biden Administration's supplemental funding requests for aid to Ukraine and Israel.
THIS WEEK IN WASHINGTON
THE UNITED STATES SENATE
The Senate Committee on Homeland Security and Governmental Affairs held a
hearing, entitled: “Threats to the Homeland.” Secretary of Homeland Security
Alejandro N. Mayorkas and Federal Bureau of Investigation Director Christopher A.
Wray testified at the hearing.
The Senate considered and confirmed several U.S. Department of Defense
nominees: Admiral Lisa M. Franchetti to be Chief of Naval Operations for the U.S.
Navy; General David W. Allvin to be Chief of Staff for the U.S. Air Force; and
Lieutenant General Christopher J. Mahoney to Assistant Commandant of the U.S.
Marine Corps.
The Senate considered and passed a “minibus” appropriations measure, H.R. 4366,
the “Consolidated Appropriations Act,” which includes funding for Military
Construction and the U.S. Departments of Agriculture, Housing and Urban
Development, Transportation, and Veterans Affairs.
The Senate considered and passed S. 499, the “Debbie Smith Reauthorization Act,”
which would reauthorize the Debbie Smith Act for five years and allocate $151
million in funding by unanimous consent. The bill, which the FOP supports, was
transmitted to the House for further action.
