The House and Senate met in a joint session of Congress, which ismandated under Federal law, to certify the Electoral College votesfrom each State. Vice President Michael R. Pence, who presidedover the joint session, announced that Congress had completed thecounting of the Electoral College votes and certified the election ofPresident-elect Joseph R. The WEP reduces the Social Security benefit of retired public employees who receive agovernment pension from employment not covered by Social Security, but who earnedthe benefit from covered employment. A law enforcement officer who retired aftertwenty years or more on the job, who then begins a second career in the private sector,could lose up to sixty percent (60%) of his Social Security benefit because of the WEP.Similarly, the GPO affects the survivor's benefit by reducing it by two-thirds of theamount of the government pension the survivor is entitled to receive. In most cases, thiscompletely eliminates the benefit for the surviving spouse.The FOP strongly supports the passage of H.R. 141/S. 521, the "Social Security FairnessAct," which would fully repeal both the "Windfall Elimination Provision" (WEP) and the"Government Pension Offset" (GPO) in current Social Security law.
