Paul (R-KY), the“Fourth Amendment is Not for Sale Act,” to H.R. 7888, the “Reforming Intelligence andSecuring America Act.” We are asking you to TAKE ACTION and tell your Senators to vote against thisamendment. The amendment, like the bill the House adopted earlier this week, would destroy thebasic ability of law enforcement to conduct investigations into violent crimes likemurder, kidnapping, terrorism, and other serious threats. The bill does this by prohibitinglaw enforcement from accessing commercially-available information about customers orsubscribers from third-party providers—data which is widely available for non-publicsafety purposes. Access to this data is critical because it allows law enforcement to identify and pursueleads—to “connect the dots” as they investigate serious crimes. These leads are used togather evidence and establish probable cause for an arrest and prosecution. Byprohibiting access to this commercially available data, Congress would be tying thehands of law enforcement and greatly increasing the time it takes to conduct successfulinvestigations into serious crimes. @GLFOP @FOPNATIONALNATIONAL FRATERNAL ORDER OF POLICETHIS WEEK IN WASHINGTONTHE U.S. HOUSE OF REPRESENTATIVESThe House Committee of the Judiciary considered and favorably reported two billssupported by the FOP--H.R. 3269, the “Law Enforcement Innovate to De-EscalateAct,” and H.R. 7581, the “Improving Law Enforcement Officer Safety and WellnessThrough Data Act,” by voice vote. The House Committee on Ways and Means willconsider H.R. 3269 and H.R. 7581 will go to the floor for further consideration.The House began consideration of four different measures (H.R. 8034, H.R. 8035,H.R. 8036, and H.R. 8038) which would provide security funding for Israel, Ukraine,our allies in the Indo-Pacific region, as well as impose sanctions on Russia andIran. The House will meet over the weekend with votes expected on Saturday.

Mayorkas, Secretary of the U.S. Department ofHomeland Security, which then led the Senate to dismiss both articles as not risingto the Constitutional standard for impeachment on two 51-49 votes.The Senate began debate on H.R. 7888, the “Reforming Intelligence and SecuringAmerica Act,” which would reauthorize Section 702 of the Foreign IntelligenceSurveillance Act, allowing electronic surveillance of non-Americans outside theborders of the United States. The Senate has invoked cloture on the motion toproceed to the consideration of the bill, but the timing of votes on amendmentsand final passage is unknown.The Senate began debate on H.R. 7888, the “Reforming Intelligence and SecuringAmerica Act,” which would reauthorize Section 702 of the Foreign IntelligenceSurveillance Act, allowing electronic surveillance of non-Americans outside theborders of the United States. Without action, these authorities will lapse atmidnight on 19 April. The Senate has invoked cloture on the motion to proceed tothe consideration of the bill, but the timing of considering amendments or a votefor final passage is unknown. If the Senate can reach a time agreement, then theywill likely consider four amendments—including the “Fourth Amendment is Not forSale Act,” which the FOP strongly opposes. If there is no agreement on timing, thenit seems likely the authority will lapse and the Senate will vote on H.R. 7888without any amendments on Sunday or Monday.
